PERNAMBUCO, BRAZIL – GATEWAY TO NEW YORK
350 YEARS AGO (1654) – A historic journey from
RECIFE, BRAZIL to NEW AMSTERDAM (NEW YORK)
The origins of the first Jewish community of North America
The history of early American Jews is intimately connected with that of Brazilian Jewry. The first organized Jewish community in the Western Hemisphere traced its roots to Recife, Brazil. That community’s existence ended on January 26, 1654, when the Dutch people of Brazil signed a Capitulation agreement that returned the South American territory that they had occupied for nearly 25 years to the Portuguese “Liberation” forces. Between 1645 and 1654, the Jewish population in Brazil declined from a peak of 1,450 to 600 due to the continuous fighting between the Dutch and the Portuguese, the loss of trade, economic adversity, and the impending threat of religious intolerance.

Here are links to sites that have information about Recife. I’ve never been there. My wife, family members and friends have been to Porto de Galinhas; the beach resorts area South of Recife about 70 km. Brazilians tend to fly in, get picked up at the airport and head straight to the beaches.
I have an exPeace Corps friend whose wife is from Recife and they split there time between Recife and the States. Some people love Recife; others don’t like it at all.

Here are a few blogs/sites that have information about Carnival in Salvardor, Recife and São Paulo.
After 20 some years here Carnival does not spark the same interet in me that it did back in the “old days”, when it was less commerical and more up close and personal…as they say. It has become a huge event and so expensive that the local governments had to step in this year and ‘bail out’ the samba school in Rio as several private companies that usually sponsor schools backed out due to the worldwide meltdown.
It is still mind boggling and without a doubt you gotta see and participate at least once in your life. Kind of like the Devil’s Mecca.

OST-2008-0229 – Allocation of 11 Weekly Combination Frequencies (US-Brazil)
July 16, 2008
Application for Allocation of 11 Weekly Combination Frequencies – Bookmarked
Hereby applies for the allocation of 11 U.S.-Brazil weekly combination frequencies in order to operate the following routes on a yearround basis, starting November 2, 2008:
• Miami‑Salvador‑Recife‑Miami (daily)
• Miami‑Belo Horizonte‑Miami (4 times/week)
American proposes to use 225-seat B767-300ER aircraft (30C/195Y) for this service. American holds exemption authority to serve between U.S. points and Salvador, Recife, and Belo Horizonte by Notice of Action Taken, DOT-OST-1996-1353, March 22, 2008.
As recited in the Department’s Notice, on June 26, 2008, the United States and Brazil agreed to an additional 21 weekly combination frequencies for U.S. carriers for operations to the North, Northeast, and Midwest regions of Brazil and/or Belo Horizonte, effective immediately. American’s application for service to Salvador, Recife, and Belo Horizonte is consistent with the new agreement. Salvador (Bahia State) and Recife (Pernambuco State) are located in the Northeast region and Belo Horizonte is specifically authorized as an eligible point.
The Department’s policy is to grant limited-entry authority to carriers with firm service plans. See Notice of Action Taken, DOT-OST-2007-28057, June 29, 2007. American has firm plans to operate the Salvador, Recife, and Belo Horizonte service starting November 2, 2008. Our request for the allocation of 11 weekly combination frequencies is consistent with the amended U.S.-Brazil Air Transport Agreement and with the public interest, and should be granted on an expedited basis.

United States and Brazil Agree to Expand Air Services
The United States and Brazil have reached agreement on a package of significant liberalization measures in our air transportation relations, which will strengthen and expand our already strong trade and tourism links with this important Latin American partner. The agreement will provide for a nearly 50 percent increase in passenger flights between the two countries and eliminate a number of restrictions on U.S.-Brazil air service. The agreement was initialed on June 26, after three days of negotiations in Washington between a Brazilian delegation, led by Ronaldo Seroa da Motta, Director of the National Civil Aviation Agency of Brazil, and a U.S. delegation, led by the U.S. Department of State’s Bureau of Economic, Energy and Business Affairs, which included officials from the U.S. Department of Transportation and the U.S. Department of Commerce.
Any number of U.S. or Brazilian airlines may now serve the market. The agreement will permit additional weekly flights, phased in over the next four years, from 105 to 154 for each country’s carriers. Under the new accord, U.S. and Brazilian carriers for the first time will be able to provide some services on a code-share basis with their third-country partner airlines. The agreement also allows U.S. carriers to serve five new cities in Brazil, including Fortaleza and Curitiba.
The agreement will further expand air cargo services between our countries. The number of weekly cargo flights allowed will increase from 24 to 35 immediately and to 42 in the year 2010. In addition, both sides agreed to increase the number of cargo charter flights from 750 to 1000 immediately and to 1250 by 2010. Intermodal rights were also granted, which will permit U.S. cargo companies to provide door-to-door service in Brazil.
Both countries intend to meet again before the end of 2010 to discuss further expansion of air service opportunities and to continue to work on eliminating restrictions on carrier operations.
Questions concerning this agreement may be directed to Ms. Terri Robl, Director, Office of Aviation Negotiations, U.S. Department of State, telephone: 202-647-5843.

Present Day Carnaval:
Carnival is going well throughout the country. Actually Carnival is mostly in the Northeast in the coastal cities, specifically Recife and Salvador and, of course, Rio. You can have thousands (Recife a million) out on the street surrounding large sound trucks (Trio Electrico) carrying small bands and famous singers who play a wide variety of music, but always Brazilian, non-stop and loud.
Carnival is pretty tame in the Southern part of the country and in the vast interior.
Old Days Carnaval:
In the old days, every town of any size around the country would have Street Carnaval during the day and traditional Carnaval at night in the Clube Social (public building for town parties and events). In the afternoons, all the kids would dress up in their costumes and jump around like crazy at the Clube. This would be followed by the young people, adults and old folks who have an evening of Bolero music, dancing and socializing. At midnight, the live band would begin Carnaval music. The old folks would leave almost immediately, the adults would hang around awhile jumping (pulando) remembering the Carnaval days of their youth. But, it would be the young people who would jump around like crazy until dawn.
That has pretty much disappeared as it has become an “event” now – Hollywood grandeur, the bigger, the louder, the better.
In the old days you were an intimate participant; now you are one of thousands participating or just an observer.
